Flood of 1995
In June of 1995,
heavy rains fell over
night and into the
morning on already
saturated ground.

Drainage ditches
quickly overflowed,
as did small streams
and creeks.
The Town sustained more than $20 million property
damage in the 1995 flood alone.

Lee’s Carpets sustained Property Damage of $10,035,157
and $1,799,500 in Business Interruption, having to close
for several days.
Fifty-three (53) homes were identified as receiving substantial and recurrent flood damage and were slated for
elevation, relocation, or acquisition (and demolition). As a result of this project, which was completed in 2003, more
than 100 persons will be protected from future damaging floods.

Funding for this $2.5 million project was provided through FEMA’s Hazard Mitigation Grant Program, Virginia
Department of Housing and Community Development, Virginia Department of Emergency Management,
Rockbridge County, and the Town of Glasgow.

Substantial assistance in this team effort was provided by the Central Shenandoah Planning District Commission.
Project management and engineering services were provided by Engineering Concepts, Inc. of Fincastle, Virginia.
